Whirlpool Corp. spent $180,000 in the first quarter to lobby the federal government on various issues, down from the $280,000 it spent in the same period a year ago.
Among the topics that the Benton Harbor, Mich., company focused its efforts on during the period were tax breaks for energy-efficient appliances, proposed regulations for improving the energy efficiency of appliances and free-trade agreements with South Korea and Colombia.
The company has previously said that it supports free-trade agreements with South Korea and other countries. It has also touted its work on energy efficiency and has praised the Department of Energy for efforts to make sure that products advertised as energy efficient are such.

Its a belt that has broken. It is in the bottom of the washer. Flip the washer on its side and you will be able to work on it, but its not easy. Or if its real old just get a new washer. They are more efficient anyway.
As T1 stated it could be a belt but it most likely needs a new water pump. Run it's cycles while watching it from the back. If the belt is not broken or worn or loose you will see the pump leaking when the drain cycle is running.
